Mr. Clark is a partner and senior member of the Dentons’ Tax Department. Dentons is the world’s largest law firm, serving clients from approximately 160 locations spanning some 65 countries. Mr. Clark serves as the Chair of the firm’s U.S. National Multi-state Tax Services practice. For the last thirty years Mr. Clark has been at the forefront of the state and local tax world. He is well-versed in the intricacies of state tax planning, audits, and tax litigation in most all of the 50 states. He has handled a wide variety of cases and issues for both ultra high net-worth individuals, prominent entertainers & personalities, and significant U.S. and multi-national corporations, particularly those focused on e-commerce, communications, technology and retail. Over the years, Mr. Clark has been involved in a multitude of high-stakes tax audits and certain of the most significant cutting-edge state tax matters all across the country.
Mr. Clark has served as an initial drafter of the early “white papers” on the taxation of e-commerce, technology, and communications, and was involved in the formation and activities of the Congressional Advisory Commission on Electronic Commerce, as well as similar previous efforts at the National Tax Association. He has served on various commissions and industry groups at the state level, particularly in New York, Connecticut, Texas, and California. Over the years, he has also worked extensively with the Multistate Tax Commission, The Federation of Tax Administrators in Washington, D.C. and numerous industry groups to resolve substantial national and local tax issues.
Prior to joining private law practice, in the late 1990’s Mr. Clark was a Partner and co-leader of PricewaterhouseCoopers’ national multistate tax and legal services (TLS) “Communications” Practice. As such he advised on tax planning and settlements of significant e-commerce and communications tax disputes of various kinds in most of the fifty states. He also served as a senior tax advisor to many of the world’s largest Communications companies. Earlier he served for many years as the Associate Tax Counsel for the GTE Corporation (now Verizon), where he acted as chief legal advisor and counsel on all state tax audit, protest, and litigation matters throughout the country. He began his career in the public accounting world with Deloitte, Haskins & Sells and Coopers & Lybrand.
Professionally, over the years, Mr. Clark has served as board member, officer, or chair of numerous key tax, legal, and business organizations, including the Tax Executives’ Institute, the Council on State Taxation, the Westchester-Fairfield Corporate Counsel Association (now part of the American Corporate Counsel Association), and the United States Communications Association (now part of USTelecom), among many others. For some 25 years, he has served on the Executive Committee of the Tax Section of the Connecticut Bar Association and also served on the New York State Taxpayer’s Advisory Council. He is a Fellow of the American College of Tax Counsel and a member of the tax committees of the American Bar Association and a number of state, local and national bar organizations around the country. Mr. Clark has also served as senior advisor to The Roosevelt Group, an organization devoted to CEO “thought leadership” as well as advisor and counsel to Centerprise Advisors, one of the world’s largest national professional services organizations..
Mr. Clark lectures frequently throughout the country on state tax, legal and related legislative matters. He speaks regularly before such national groups as the Tax Executives’ Institute, the Bureau of National Affairs, Telestrategies, the Multistate Tax Commission, the Council on State Taxation, the Georgetown University Law Center State & Local Tax Institute, the New York State & City Tax Institute, and many others. He also has served as senior editor for several leading tax law journals including the ABA’s State Tax Lawyer. Mr. Clark is a Certified Public Accountant and a member of the Bar in several states including New York, Connecticut, Washington D.C., and Florida.
